Imo state commissioner for information and strategy, Declan Emelumba, has described the sacked government of Emeka Ihedioha as a bottomless pit of corruption and abuse of power.
He said the administration has gone down in history as the most corrupt and irresponsible government the state ever had saying Ihedioha appointed serving PDP Local government chairman as transition chairman of Local government councils because he needed willing surrogates to help his administration loot the Local government treasury.
The commissioner was reacting to the statement by Mayor Eze, Ihedioha’s Special Adviser, Bureau of Local government, and Chieftaincy Affairs, which claimed that the audit report indicting the administration of stealing N19.63B from the coffers of the LGAs, was false.
Emelumba argued that Eze’s statement only confirmed that the Ihedioha administration actually disbursed Local government funds contrary to the provisions of the Joint Allocation Accounts Committee (JAAC) law of the state.
Emelumba asked: Was Mayor Eze in the petition to know exactly know how and when Wall House received N945M for the contract of supply of earth moving equipment when the contractor said the contract was given to it by the LGA chairmen, if not because the state government disbursed the Local government’s fund?. How would he, Eze, know if payment of N245M to Raphael Anyama and Co from rural roads was made or not if not because he was in charge of disbursements of LG funds, or for that matter why should he be emphatic in saying: ” I do not know this individual or company (Raphael Anyama and Co) and no such money was paid to them ” if he must know every one paid money by the Local governments then that confirms that he is in charge of payments.
According to the information commissioner, Eze’s reaction to all issues raised by the audit report clearly confirms that the state government was disobeying the law by disbursing the LGA funds directly adding that if he had read the audit report then he would have seen that not following laid down laws in the disbursement of LGA funds was part of the audit indictment. ” In essence, Mayor Eze also confirmed the audit indictment as absolutely correct, by his statement “
Emelumba further warned that the Ihedioha administration would be ignoring the audit report at its own peril because there are many pieces of evidence to prove the report correct.
He said: “The Councillors under Ikedi Ohakim obtained a court order for the payment of their outstanding entitlements. The Ihedioha administration forced all of them to open Account with UBA as a condition for paying them. They did and we are aware of what happened thereafter.
We are also aware that the PDP chairmen who Ihedioha appointed transition chairman of LGAs, were forced into paying monthly tributaries to top officials of the government and their spouses, ranging from N10M to N5M to N2M, depending on the rank of the official and his spouse. Some of those chairmen have already volunteered information on how it all happened.”
The commissioner said that apart from the massive loot of LGA funds the sacked administration of Ihedioha was also guilty on harboring Imperial appetite and unbridled desire for land grabbing, making it the most corrupt and ostentatious government in the history of the state.
He revealed that if not for Divine intervention Ihedioha would have been using an N187N Mercedes Benz car which he imported but came into Nigeria one month after his ouster.
